Order to Construct Sanshin Railway

The construction site in Tenryugawa Valley was a difficult location, with a past that included the assessment by the Ministry of Railways that the terrain made it extremely reckless to run the main Chuo Line through the area as it had been considering.
In addition to the difficulty of construction work, a global depression was pushing companies to back out of projects due to concerns of insufficient funding for construction. In the midst of that, Sanshin Railway, at a loss for what to do, repeatedly asked Santaro to take on work. After much consideration, he took on the extremely high-cost construction work as a private individual. A newspaper reporter at the time praised it as "boldness not seen elsewhere in the industry."
